Gupta – Denel – Ramaphosa – CPA’s

Billions of rands are involved in this deals and so-called agreements or contracts with Denel and the ruling party – ANC – Ramaphosa is part and partcel of the ANC.   State arms company Denel lost more than R30 billion (and maybe much more) in contracts to supply weapons because a former executive insisted that kickback contracts be signed with the Gupta family.   What about the “arms deals scandal” since 1994 – it is much much more as this agreements and the guptas.  And again, Ramaphosa, Zuma, Mbeki, Mandela and all finance ministers and certain ministers are also involved in those agreements.

It is still a puzzle today, why did the British government, the colonisers,  send so many soldiers to attack a small little Boer people at the independent states, ZAR and Freestate?

Segregation was created in 1854 by the traditional leaders and Lord Shepstone (policy) in London.  The great media and other propaganda lies told against apartheid countermanded:   In 1988, a German book (The lie of apartheid and other true stories from Southern Africa) reported how benevolent the “White Giant of Africa’ actually had been under so-called apartheid.  After 1994 and the so-called democratic “rainbow nation”,  the same ethnic groups and even more, are still living either on Trustland or different CPA’s (Landclaims legislation).  It is not only South Africa, but the whole of Africa and other continents do have varioius ethnic groups of people and they all differ from each other.   In South Africa the ethnic groups and leaders blame the white minority people for their own segregation choices.

With the Anglo Boer wars, all farmers’ land, houses and food were destroyed.   They also destroyed a lot of Zulu, Xhosa and other peoples.

Today, just a hundred years later, It is the modern “warfare” underway, controlled by Commonwealth like in the past, it never stopped .   To destroy and burn, like in the past.   Who gave the orders since 1900?   The Britsh, with the assistance of 1910 and 1948 governments,  also imported 400000  blacks and chinese from Africa to work in their mines since 1902 (they took over all mine explorations).   The Union was ruled by the British from London.

Dis nie die ANC wat alles alleen plunder en afbreek tot op grond nie… daar is meer hieragter.   Ken jou geskiedenis en weet wie wat begin doen het sedert Rhodes se dae en voor die Anglo Boere oorloe begin het.       Dit het nie oornag plaasgevind nie.

Dit het met Anneksasies begin waar die Britte hier kom inmeng het en verskeie volke van hul grond beroof het en aan die einde van die dag moes dit lyk of die blankes verantwoordelik is vir al die sogenaamde apartheidswetgewings wat hulle ingestel het.   Met die Boere oorloe is alle boere se grond, huise en voedsel verwoes.

Vandag – net ‘n meer moderne weergawe maar ‘n stadige proses waar ons blanke minderheidsvolk stelselmatig uitgewis word, met ‘n regsbank wat slegs vir ANC kaders is.   Dis die moderne “oorlogvoering” wat aan die gang is, wat uit London beheer word.   Hulle het nie in 1900 geslaag nie, dus word daar nou van ander metodes gebruik gemaak (hul slawe) om ons uit te wis.

Wat ons opgebou het, word afgebreek.  Alle staatsbeheerde maatskappye, wat met belastinggeld begin is,  onderhou word, word loshande openlik nie bankrot gesteel.  Dit was identies ook in sommige tuislande, daar is 2/3 tuislande wat egter uitgestaan het, wat hul eie bene lewend wou hou.     Bophuthatswana het ‘n eie geldstelsel en ekonomie gehad.  Ons het beslis ook baie gebaat hierby, want daar was oral grensnywerhede geskep, vir albei, vir ons en hulle.   Hulle het hul eie verkiesings gehad, selfs hul eie nasionale vlag en volkslied.   Sommige het tot ‘n eie weermag gehad.

Regeer nou ‘n land met sulke tipes wat niks anders is om ons hele land te saboteur nie.   FW de Klerk en sy broederbonders moet inderwaarheid trots voel op wat hulle bereik het.

Eskom – SAL – Transnet – Denel – elkeen word eenvoudig deur hul eie kaders in posisies geplaas en besteel, en ministers wat verantwoordelikheid moet dra, gee nie om nie, want dis nie hulle geld en verliese nie.    Inteendeel keur hul dit goed.

Daar bestaan geen regsbank vir hulle nie, want hulle is regters en aanklaers in hul eie sake – selfs hul eie vonnisse verklaar.

Dis voorwaar nie hulle inkomstes nie, maar ons die belastingbetalers sin wat eenvoudig so deurgetrek word en aan ander lande op ‘n skinkbord weggegee word om ekstra inkomstes te bekom vir hul eie persoonlike rekenings en huise oorsee.

Denel – another SOE

Daar was twee transaksies aangegaan die afgelope paar jaar – een met Saoedi-Arabië in 2013 en die ander met Indië in 2015, wat albei deur die mat geval het toe die buitelandse wapenondernemings nie kon saamstem oor die voorwaardes van terugslae wat onderteken sal word met die Gupta-medewerker Salim Essa nie.

Die bewerings dat dit nie voortgaan nie, is vervat in dokumente wat die Spesiale Ondersoekeenheid (SIU) verlede jaar aan president Cyril Ramaphosa voorgelê het toe hy goedgekeur is vir ‘n proklamasie om wye eise te ondersoek.  Die eise sluit  aantygings in dat Denel versuim het om transaksies in Saoedi-Arabië, Indië, Tsjaad, Koeweit en Turkye te sluit, asook oor algemene korrupsie en diefstal van Denel se intellektuele eiendom.

Volgens City Press het Ramaphosa die Ondersoekeenheid gemagtig om bewerings te ondersoek oor hoe die huidige en voormalige bestuurders Denel se intellektuele eiendom vir sommige van sy uiters gesogte missiele gesteel het en dit aan die wapenonderneming Saudi Arabian Military Industries (Sami) gegee het.   Sommige van die vorige bestuurslede werk nou vir Sami.  Hoe toevallig, al die tyd en inderdaad beplan.  Die ondersoek reeds hoe ‘n tender van R71 miljoen aan VR Laser, ‘n maatskappy wat voorheen deur die Guptas besit is, toegeken is om vervaardigde staal te lewer – nog ‘n verdere toevaligheid.

Heel toevallig was ondersoek dat sekere aanstellings van maatskappye wat regsdienste aan Denel gelewer het;   die loodsbeurs van R1,1 miljoen is deur Denel toegeken aan Oarabile Mahumapelo, die seun van die voormalige Noordwes-premier Supra Mahumapelo; en ‘n sekuriteitsbeoordelingskontrak van R6.6 miljoen.  In 2013 het Denel ‘n ooreenkoms van R8,4 miljard verloor om die Royal Saudi Land Forces van G6-artillerie te voorsien, omdat dieselfde voormalige uitvoerende hoof daarop aangedring het dat ‘n terugskopooreenkoms met Essa gesluit moet word, het die twee insiders gesê.   In 2013 het Denel ‘n ooreenkoms van R8,4 miljard verloor om die Royal Saudi Land Forces van G6-artillerie te voorsien, omdat dieselfde voormalige uitvoerende hoof daarop aangedring het dat ‘n terugskopooreenkoms met Essa gesluit moet word.

Gedurende 2015, het dieselfde uitvoerende beampte  daarop aangedring dat ‘n terugkeerooreenkoms met Essa gesluit word vir ‘n transaksie ter waarde van R22 biljoen, wat Denel verwag het om te onderteken om T5-artillerie aan die Indiese Ministerie van Verdediging, deur Pipavav Defense, ‘n Indiese wapenvervaardigingsondernemingm te lewer.

Two deals – one concluded with Saudi Arabia in 2013 and the other with India in 2015 – fell through when the foreign arms companies could not agree on the terms of kickbacks to be signed with Gupta associate Salim Essa.

The allegations of kickbacks are contained in documents that the Special Investigating Unit (SIU) submitted to President Cyril Ramaphosa last year, when seeking his approval for a proclamation to probe wide-ranging claims. 

The claims include allegations that Denel failed to conclude deals in Saudi Arabia, India, Chad, Kuwait and Turkey, as well as about general corruption and theft of Denel’s intellectual property.

It was reported by City Press that Ramaphosa authorised the SIU to probe claims of how current and former executives allegedly stole Denel’s intellectual property for some of its highly sought after missiles and gave it to arms company Saudi Arabian Military Industries (Sami).  Some of Denel’s former executives are now employed by Sami.

The SIU is already investigating how a R71 million tender was awarded to VR Laser, a company previously owned by the Guptas, to supply fabricated steel.   It is also probing the following cases: the appointment of companies that rendered legal services to Denel; the R1.1 million pilot bursary awarded by Denel to Oarabile Mahumapelo, the son of former North West premier Supra Mahumapelo; and a R6.6 million security assessment contract.    In 2013, Denel lost an R8.4 billion deal to supply the Royal Saudi Land Forces with G6 artillery because the same former executive had insisted that a kickback agreement be signed with Essa, the two insiders said.

During 2015, the same executive allegedly insisted on a kickback agreement being signed with Essa for a deal worth R22 billion which Denel was expecting to sign in order to supply T5 artillery to India’s Ministry of Defence, through Pipavav Defence, an Indian arms manufacturing company.

Denel has also failed to deliver on a R250 million contract to supply the Chadian government with Casspirs. Chad had already made a R100 million advance payment.

SIU spokesperson Kaizer Kganyago confirmed that the unit had received these claims. However, he said, it was not probing the allegations about Pipavav because Denel’s loss of business in Asia does not fall under the jurisdiction of the SIU.

THE SAUDI KICKBACK ALLEGATIONS

In the letter written by the SIU to Ramaphosa, motivating for him to sign the proclamation authorising the probe, it is claimed that by 2013, Denel was in advanced talks with the Royal Saudi Land Forces, which wanted to buy artillery from South Africa.  But the deal fell through because the former Denel executive had insisted that the Saudi company, which would have partnered with the arms manufacturer, sign a kickback agreement with Essa.

According to the letter, leaked by sources at Denel, the former executive requested a subordinate – who later approached the SIU with information on this matter – to accompany him to Dubai to meet the president of the company that would have partnered with Denel.   During this visit, which took place in July 2013, the former executive “informed Company X that they needed to sign a commission kickback agreement with Mr Salim in order to secure the South African government’s political support”.

The letter continues: “This agreement was eventually signed, albeit reluctantly, by Company X. According to the whistle-blower, he never saw the agreement or the percentage of the kickback, but Company X informed him that the purported agreement was signed with … Essa, and that Essa insisted on an unreasonably high percentage.

“Due to the abovementioned loss of commission for Company X, they eventually lost interest in the deal. This had the consequence of putting the project in limbo.”

THE PIPAVAV KICKBACK ALLEGATION

The SIU’s motivation letter further shows that in 2015, Denel was looking for an Indian company to partner with in order to supply India’s Ministry of Defence with T5 artillery.  After an extensive search, Denel settled on a partnership with Pipavav Defence, which was later taken over by Reliance Defence.    But the letter shows the company’s management would not approve the partnership until a kickback agreement had been signed with Essa: “Denel management did not approve the partnership until such time as a ‘kickback agreement’ with VR Laser and Essa was established.

Denel Asia was a joint venture between Denel and VR Laser, which was controlled by Essa.   Denel Asia was established as a vehicle to sell Denel’s arms to Asian countries, including India.   However, the whistle-blower told the SIU that establishing Denel Asia was unnecessary because the mother company, based in Centurion, had a wide network of connections in India.

“According to the whistle-blower, two days later Steyn announced his resignation, citing a better opportunity at Sami that he could not refuse. It was clear that those who have been negotiating on behalf of Denel had been ‘offered an opportunity that very little [sic] people get in their lifetime’ by the same Sami that they were negotiating with.”

Publicly available information shows that Steyn left Denel in April last year and was later appointed as Sami’s land systems executive vice-president.  The senior Denel manager who spoke to City Press said that Kleynhans, who also left Denel more than a year ago, was also working for Sami in Riyadh.

“Security concerns were raised, including fears about IT security in terms of risk of access to network points. According to the whistle-blower, this led to the securing of the network points by putting plugs on them,” reads the SIU letter.
