Education Homeschooling – Bela Bill

Hierdie gaan oor die voorgestelde wetgewing om ontslae te raak van tuisonderrig.  Hoe laag kan daar nog gedaal word?  Om so teen leerders en kinders te diskrimineer.   Dis kinders se reg om te kies hoe hul onderrig wil word en ouers is verantwoordelik, nie die regering nie.  Daar is verskeie dokumentasie inligtingstukke, wat hieronder na verwys word, asook beeldmateriaal waarin alles verduidelik word, hoe die kommunistiese regering (wat sogenaamd demokraties is), ontslae wil raak van veral sommige gemeenskappe se tuisonderrig, wat wêreldwyd aanvaarbaar is.

The Bill makes provision for the Minister to have the authority to appoint a person, an organisation or a group of persons to advise on curriculum and assessment-related matters. It also stipulates that the code of conduct of a public school must consider the diverse cultural beliefs, religious observances and medical circumstances of learners at the school; and provides for the inclusion of an exemption clause in the code of conduct and for disciplinary proceedings to be dealt with in an age-appropriate manner and in the best interests of the learner. It further provides for several changes to how SGBs currently function.

The BELA Bill is an Executive Bill that the Joint Tagging Mechanism (JTM) has classified as a S76 Bill. The JTM was called for advice and the Office of the Chief State Law Advisor presented a legal opinion indicating that the Bill deals with concurrent matters with a national and provincial competence and falls under Schedule 4 as it deals with education at all levels, excluding tertiary education.  A S76 Bill affects the provinces. The Bill is currently in the hands of the National Assembly and has been referred to this Committee. Once the Bill reaches the NCOP, they will engage with their own processes that differ from the S75 process. 

The Committee decided on public engagement through print and digital media to alert the public to comment on the Bill. It was resolved that the month of March will be allocated to receive written comment on the Bill after which it will engage in public hearings. More detailed timelines were agreed to be established after receiving public comments.

Ms Adoons proposed that the Committee accept written comments as oral comments would elongate the public participation process. Oral submissions should happen exclusively within the public hearings.

Volksmoord en skending van menseregte

Die reg om vir jou kind se toekoms te besluit wil die huidige SA kommunistiese regering nie net vervreem nie, maar totaal laat verdwyn dat hulle alleenseggenskap het oor alle gemeenskappe, kinders en hul waardes.  Dus, is dit ook die ouers en selfs volkseie besighede, se menseregte wat in die proses geskend word.   Die regering saboteer ons volk en al haar nageslagte op elke gebied.  Ook op opvoedingsvlak.    Dis nie net skending van ons menseregte nie, maar volksmoord.

Dit is hul intensie om elke kind en gemeenskap se menseregte weg te neem en wat nie deel wil wees van kommunistiese leerkragte op kommunistiese vlakke nie.  Die standaarde van regering is beslis en nie noodwendig dieselfde standaarde as die van die onderskeie gemeenskappe nie.

Is daar ‘n oplossing vir ons – met elke wetgewing word ons geraak en daar teen ons volk gediskrimineer omdat ons blankes is.

Ons as volk, het die reg om ons kinders te laat opvoed volgens ons standaarde, nie volgens kommunistiese standaarde nie – wat is demokraties daaraan as kommuniste hul leerprogramme op ons leerders wil afdwing.

The current SA communist government, want to take our rights away out of our hands, they do want to make it completely disappear that they have sole sovereignty over all communities, children, education (homeschooling) and their values. Thus, it is also the human rights of parents and even popular businesses that are being violated in the process to taking control of by this so-called democratic government. The government is sabotaging our people and all their descendants on every living, also at the educational level. It’s not just a violation of our human rights, but genocide of our Identity, values, traditions, history, language and culture. 

It is their intention to take away the human rights of every child and community, who do not want to be part of communist teachers at communist levels. The standards of government are definitely and not necessarily the same standards as those of the different and respective communities.

Is there a solution for us – with every piece of legislation we are affected and discriminated against against our people because we are whites and do homeschooling?

We, as a people, have the right to have our children educated according to our standards, not according to communist standards – what is democratic about it if communists want to impose their learning programs on our learners.

There are various documentation, different pieces of information, which are referred to below, as well as video footage in which everything is explained, how the communist government (which is supposedly democratic), wants to get rid of especially some communities’ homeschooling education, which is globally acceptable. It is all part of genocide (s) that takes place in South Africa.    All in the interest of the child (ren), the current government wants to take away and even overthrow to enforce their own laws and teaching prescriptions and programmes to parents and children. Do not allow it. Do not flee the country either, we as a PEOPLE (VOLK) also have human rights, even if it is all violated today, we must stand up against it.

ONAFHANKLIKHEID EN SELFBESKIKKING

Al hoe dit op die langduur lyk of ten goede vervul kan word, is indien ons ons eie gebiede onafhanklik verkry, met ons eie onderrigstelsels en regering / leiers in plek.    Heelwat van ons blanke Boere en Afrikaners is nie eers in staat om sosiale media of wetgewings te volg nie, dit word eenvoudig ook op veral ons armes afgedwing, wat ook nie die kennis het of toegang tot internet nie.    Die 1992-3 en kodesa onderhandelinge wys weer eens hoe daardie grondwetskrywers al ons gemeenskappe, maar veral die konserwatiewe Boere en Afrikaners, wat nie met hulle saamstem, op die altaar geplaas het en aan kommuniste oorhandig het vir volledige uitwissing en volksmoord(e).

Dit word weer herhaal,  wat die huidige regering wil doen, is allesbehalwe demokraties, want selfs volgens Unesco is dit ‘n demokratiese reg dat ouers en kinders besluit wat die beste is, waar en wat of hoe hul wil studeer en verder leer.  En hierdie tipe van slawerny en gedwonge kommunistiese prosesse op veral die regsbank, maak dit ‘n baie duursame storie.

Die regstaat was destyds deur die Broederbond voorgehou as ‘demokraties’ , maar niemand het toe ook besef hoe duur dit gaan uitdraai en watter aftakeling gaan plaasvind nie.   Oral was daar waarskuwings hierteen, daar was selfs in 1994 ‘n Volkstaatraad ooreenkoms onderteken, wat tydens die 1994 verkiesing behaal is vir die ondersoek van ons eie onafhanklike gebiede.

Verseker is die kommunistiese regering ook bang wat ons ons kinders leer, veral in Afrikaans en ons Geskiedenis.   Het ons as volk enige belang by ander sin, behalwe ter inligtingstukke hoe ander volke hier in SA beland het?  Dus wat is die regering se geheime agendae met al hul wetgewings wat hulle so vinnig in plek probeer kry?

IS THERE A SOLUTION – YES THERE ARE MORE THAN ONE

The only way in the long run that can be fulfilled for good, is if we gain our own territories independently, with our own education systems and government / leaders in place.

Many of our conservative white Boers and Afrikaners are not even able or in a position due to poverty, to follow social media or legislation.    It is simply also forced on especially our poor, who also do not have the knowledge or access to the internet to tell government their positions in squatter camps.

By the way, it was the 1992-3 and codesa negotiations once again show how those constitutional writers put all our communities, but especially the conservatives, the Boer and Afrikaners, who do not agree with them, on the altar and handed them over to communists for complete extermination and genocide (s).  This is not democratic at all.   It is not discrimination, but violation of our human rights.

The rule of law was presented by the Broederbond as ‘democratic’ at the time, but no one then realized how expensive it would turn out and what dismantling would take place after 1994. Everywhere there were warnings against this, there was even in 1994 a Volkstaatraad agreement signed, which was achieved with a mandate, during the 1994 election for the investigation of our own independent territories.   We have to implement this recommendations, we as people have a right to do it.

Homeschooling and requirements

Homeschooling is legal in South Africa, and as a parent, whether a South African national or visiting expatriate, you are able to choose a curriculum that suits your child’s educational needs, provided it meets the minimum requirements outlined in the SA Curriculum and Assessment Policy Statement (CAPS).  In keeping with the South African School Act, the Department of Education expects all homeschooled children to be registered with their Provincial Education Department.

Homeschooling

While school attendance is compulsory in South Africa, parents or guardians may apply to the Head of the Provincial Education Department for the registration of a student to receive education at home, which will only be registered if it is determined to be in the best interests of the learner, and the education received meets the minimum curriculum standards at state schools, detailed in the Policy on Home Education 2018.

During the COVID-19 nation-wide school closures in March 2020, home education was pursued for all students in South Africa through different channels and platforms, targeting students of all ages and grades. To ensure learning continuing, the Department of Basic Education, in close collaboration with the Provincial Education Departments, developed a comprehensive Framework for Curriculum Recovery, in which education programs were being delivered through television and radio broadcasts, social media platforms, and government websites.

The Constitution of the Republic of South Africa, 1996 (Act 108 of 1999) provides for a Bill of
Rights which is a cornerstone of democracy in South Africa. It enshrines the rights of all people
in our country and affirms the democratic values of human dignity, equality and freedom. This
Policy is anchored on the Bill of Rights, which provides that best interests of a child are of
paramount importance in every matter concerning the child, and that everyone has the right to
basic education. Therefore, the parent’s decision to opt for home education should be based on
the fact that home education is indeed in the best interest of the child.
