Nadat die Mosie vroeër in 2018 ingedien is, waarin voorgestel is om veranderinge aan die Grondwet aan te bring, het publieke vergaderings plaasgevind asook was daar geleentheid gebied vir skriftelike besware indien. Heelwat skakeling het plaasgevind, maar dis debateerbaar watter gewig die aantal beswaardes het en waar hulle gaan inpas by die regering se voorgenome planne om die grondwet te wysig om hulle te pas.

Parliament’s public works committee has withdrawn the Expropriation Bill because of the parliamentary process underway to review section 25 of the constitution, which deals with land expropriation without compensation. The bill was passed in 2016 and returned by former President Jacob Zuma in 2017 due to concerns from the public participation process. ANC members of the committee have welcomed the withdrawal. We’re joined on the line now by Nonceba Mhlauli spokesperson for the ANC in Parliament.

Meeting Summary
In February 2018, the National Assembly adopted a motion proposed by the EFF, with amendments by the ANC, that Parliament’s Constitutional Review Committee investigate mechanisms through which land can be expropriated without compensation. The Joint Constitutional Review Committee was mandated by the National Assembly and the National Council of Provinces to propose the necessary constitutional amendments where applicable with regards to the kind of future land tenure regime needed. The Joint Constitutional Review Committee called for written public submissions on the review of section 25 of the Constitution (Property Clause) and other sections where necessary. The Committee organised public hearings in all provinces across the country from 26 June 2018 to 4 August 2018
