“ONE PLANS” – a. The development of One Plans ….    #bolshevism  – well planned before 2019 already.
It was stated that the Democratic Alliance (DA) was in possession of what appears to be a government document that describes the Covid-19 pandemic as an opportunity for the “macro re-organisation of the state”, and proposes to make the Command Council system a model for government beyond the lockdown.    The ANC is using Covid-19 pandemic as an opportunity for massive power grab (and do not forget all the corruption, land grabs and crime/murders) and violations of human rights and court cases about levels 3 and 4.

Where has all the corruption money gone since 1994 and even before that time.    To the “NEW DAWN” and development of their own plans?    Was it  for the “new plans” of Ramaphosa to implement ( #communism #bolshevism ) – his ‘words’ that the whites are the frogs in South Africa.

At the same period of time (1994 tot date), they have made more than 29,000 black millionaires, while it was stated that whites control the economy.   No, do not confuse yourself.  Whites did not control the economy, only elite groups of people do that funny enough, well-known names  – some of them look white, but they are not white and form part of certain groups of peoples in the world.  There are other colour skins as well.

Corruption and crime in South Africa were already planned before 1994 so that we as a white people would lose all power and also be destroyed as a people in general – especially our culture, traditions and identity.

The crime and revolution of before 1994 was just a taste that awaited us. Whites were smeared with anxiety and stress about a communist majority government and annihilation of us as a people, which increased with radical elements after 1994. Well-known leaders in appropriate red outfits and their game players, have been used in for this whole scenario.

The document discusses the financial ruin in municipalities that it says is due to South Africa’s credit downgrade and the lockdown, and uses this as a gap to extend and consolidate central state control.    The credit downgrade and the lockdown did not result in municipalities collapsing, the ANC did that for 26 years.

The fundamental reason for the collapse of many municipalities across South Africa has been the ANC’s cadre deployment policies and the wholescale mismanagement, corruption and criminalisation of the state that followed. Municipal officials were not appointed for competency, but rather political expediency.

Apart from relying on bad government to solve the problems caused by bad government, the DA is most concerned by the constitutional implications of what is being proposed. The document seems to reveal an ANC plan to slowly roll back the powers of democratically elected local and provincial government.

This is nothing short of a coup d’état. The document literally invokes the phrase “Never waste a good crisis” and describes the response of government to the Covid-19 pandemic as “exemplary”, and proposes using the District Development Model and the Command Council system as a means of centralised government policy-making.

This model, it argues, “should inform South Africa’s economic response and it will do so in a way that will disrupt current and old ways of how government has been working”. It will also “bind” all spheres of government.

One of the specific proposals in the document has already been adopted: government ministers will be appointed as “district political champions” to oversee the other spheres of government. This presumably includes ministers like Lindiwe Zulu who can hardly manage her own department.

If the DA’s suspicions are justified it means that the inane-sounding District Development Model was never about improving service delivery; instead it was a cover for the ANC grabbing more government power, and eventually doing away with provincial and local elections.

The ANC is not above using its own failures in order to attack the Constitution. Just like the failure of the government’s land reform programme was used to argue for an amendment of section 25 of the Constitution, so the ANC will have no shame to use the damage done by its own cadres in government to argue for scrapping the nine provinces, and turning municipalities into extensions of the national government.

The stated intention behind the District Development Model has also been at odds with the hands-off response of national government to the collapse of municipalities. If the national government really cared about the communities that suffer the collapse of municipal services, then why has it been so hesitant to use its existing powers of intervention?

Section 139(7) of the Constitution gives the national government considerable power to step into the shoes of useless provinces, and so to stop municipalities from self-destructing. But asked about municipalities defaulting on their Eskom debt, hiring reprobates implicated in the VBS scandal, or entering financially ruinous contracts, Minister Dlamini-Zuma has made a conspicuous display of wringing her hands.

If indeed the ANC’s plan is to govern South Africa by way of Command Councils, then maybe it suites the party simply to let the municipalities under its watch collapse entirely. It could then say  “look, the Constitution no longer works”, escape the wrath of voters in places where ANC majorities are thin, all the while securing permanent ANC control.

But this is allowed to happen communities across the country will be prevented from doing in future what the people of the Western Cape have already done: to escape life under corrupt and incompetent ANC leaders, and to buck the downward economic trend of the rest of the country.

The DA will put a formal question to the President asking whether the document has any formal status in government, and whether its contents reflect current or proposed government policy.

We will also be keeping a close look at what further proposals emerge under the guidance of the so-called district model, and we will be requesting a record of decisions and discussions of all the Command Councils that have been established across the country.

Apartheid and Segregation is still in place, with more than 100 legislation for the Khoi san and black groups to discriminate legally against the white minority people of South Africa.

Separate areas did not disappear after 1994.    Traditional leaders for Khoisan, Griqwas and different black groups, did not disappear after 1994.

BUT most of the, the ANC as well, still blame “apartheid” for what is happening today.   The blame game.

During the period 1961-1994 there were official elections in place and the black people decided for themselves.  They have voting rights.  Those that work in cities went to their homelands to vote for their leaders and their goals to have independence.

Since 1994, they used B-BBEE, EE and other land reform to demolish us, to take our people out the economy and put us in squatter camps, like the British did with our fathers and great fathers and monthers in 1900 in Concentration camps.

The scenario presented indicate that we need a coordinated response from National Government bringing all resources and expertise together.

The District Development Model (DDM) as a unique form of social compacting that involves all key players, provides a valuable and sustainable strategy for government and its partners to respond to the immediate challenges and unlock development and economic opportunities in the short, medium and long term. The DDM calls for a stronger, coordinated and integrated governance model/system that works in unison to tackle local challenges within all our district spaces.

The DDM enjoins government cooperation in all aspects of local government development, namely, socio-economic development, infrastructure development, financial development, spatial governance (including land and human settlements) and governance. The DDM is firmly based on analysis of previous and current initiatives to improve developmental Local Government and Cooperative Governance, wherein developmental change is shaped and owned at a local level in partnership with communities, citizens and social actors. The successful functioning of Local Government is critical in this regard but insufficient on its own without a cohesive governance and overall government coordination and functioning.

As part of the implementation of the DOM, the development of long term plans, One Plans has been critical. These long term plans of all 52 districts have become more relevant than before. They offer an opportunity for government, the private sector, communities, NGOs, the traditional leader, church leaders, basic a true all of society approach to forge a social compact that will enjoin all of us on one development agenda within a district.

b. Macro reorganization of the state

The current crisis, seen through the perspective of the DOM also offers an opportunity for the macro reorganization of the state. This initiative was started by the President and it may be timeous to embark on the second phase of this intervention.

Problem: our urban and rural economies are a legacy of Apartheid, initiatives to support SMME’s, increase labour intensive employment have been unsuccessful, because the macroeconomic conditions have favoured a top down neo-liberal economic approach, as opposed to a bottom up, community and entrepreneurial driven approach.

But there are other such industrial and service sectors, that may not be directly related to Covid-19 but have indirectly emerged as a result of the ‘new normal’ way of life that has emerged. This can be dovetailed with the existing programme to support Black Industrialists.    Covid-19 presents an opportunity to create new areas for growth and development.

A spatial and regulatory planning framework that identifies regional agri-projects that simultaneously addresses land reform, giving access to Black Farmers while ensuring that food is supplied from rural municipalities to towns and cities. A set of projects that focusses support to cooperatives across the agricultural value chain.

How we re-purpose or expand operations of existing plants?  What can be done to encourage Black industrials to establish plants in existing mining towns?   How quickly can we ensure supplier agreements in place for manufactured products?
