Ons as Blanke minderheidsvolk,  Boere en Afrikanervolk moet onsself elkeen afvra, hoeveel verloor ons as belastingbetalers in Suid-Afrika nie .  Hoeveel van ons blankes is al landuit of vermoor?  Ons maak ‘n groot komponent uit van belastings, maar al ons menseregte word daagliks geskend.  Nie net is dit swart bemagtiging nie, maar ons het ook geen tradisionele leiers soos swart en khoi san / gekleurdes het nie.   Waarvoor en hoekom moet ons vir ander se luukshede en leiers betaal wat teen ons diskrimineer en niks van ons volk is nie.    Elke volk het die reg om deur hul eie leiers regeer te word, in hul eie lande.  Ons verskil eenvoudig te veel van hierdie ander etniese volke.

Elkeen van hierdie volke, het STEEDS na 1994 hul ou “tuislandgebiede” behou as hulle sin – as TRUSTgebiede of CPAs wat geregistreer word (grondeise).    Dus is die bewoners steeds op die grondgebiede,  met ander name en wetgewing.   Ons het genoeg gehad van families opbreek regoor al die kontinente, genoeg van swart bemagtiging en rassisme.  Hierdie ander etniese swart/bruin volke het ook nie een keer aangebied omdat ons so uitgewis word met moorde, misdaad en B-BBEE wetgewing om saam hulle te wees nie.  Elke volk het die reg tot onafhanklike gebiede en eie regering.

Terloops – elke swart en khoisan/bruin etniese volksgroep het steeds hul eie kultuur, identiteit, tradisionele leiers (gekies en aangewys soos met Tuislande).   Name en vanne word steeds gelys op die Trustgebiede wetgewing, soos Ingonyama Trust waar dit slegs vir Zoeloes is en so is elke CPA gebied (grondeis) ook met name en leiers wat aangewys word.  Almal het kultuur huise wat vir hul gebou is.   Wie moet dit alles betaal?

Meeste CPA gebiede ontvang finansiële steun uit die staatskas, aankoop van diere, pluimvee, beeste, bokke, trekkers, saad.   Al die gebiede is apart van mekaar en word ook apart bestuur, net soos in Tuislande – al verskil is met hierdie gebiede en Tuislande, wat onafhanklikheid sou geniet het, dit wil sê ‘n volwaardige onafhanklike land soos Botswana is.

BLANKES het en moes alles prysgee en daagliks word dit in ons kele afgewurg, veral deur liberale of klassieke liberale blankes hoe ‘n onreg is apartheid of aparte gebiede.   Dis ons as blankes wat daagliks vals beskuldig word dat ons aparte gebiede op swartes of bruines afgedwing het, terwyl dit al uit die Britse koloniale tydperk afkomstig is en dit het beslis nie verdwyn nie,   Wat is hierdie aparte gebiede dan?    Segregasie.   Waarvoor moet ons al hierdie leiers onderhou wat niks van ons is nie?   Dit verskil hoegenaamd nie van Tuislande nie, inteendeel met Tuislande sou elke volk beheer oor hul eie gebied as onafhanklike land verkry het.   Daar is letterlik duisende CPAs en Trustgebiede, met afsonderlike besoldigings vir elkeen , veral die leiers.

Dis hoekom ons as blankes ons moet beroep op die Akkoord van 1994 wat onderteken is vir ons eie gebiede, onder die 1993 Interim grondwet en nie 1994 nie.   Die Akkoord is nie onder die 1996 Grondwet beding en ondersoek nie.  Daar was volledige ondersoeke gedoen – grond wat aan ons en ons voorouers behoort, wat ons sin is.

Hoekom mag die Zoeloe en Khoisan gebiede hê maar ons as blankes mag nie?    Hulle bevuil hulself as daar na goeie ontwikkelings gekyk word en besighede van ons volkslede wat floreer.   Hoekom moet ons ons besighede en inkomstes aan ander afstaan wat teen ons diskrimineer?

Elke VOLK het die reg tot eie gebied, onafhanklike land en wil deur hul eie leiers regeer word, nie deur kommuniste.   Hoekom moet ons so gemartel en uitvermoor word?  Hoekom moet ons swart bemagtiging verduur.  Feitlik al daardie “sogenaamde aparte wetgewings” is deur die Britte uitgedink en geimplementeer, tot en met 1961 wat ons ‘n Repubiek geword het.  SWART etniese volke het almal in Tuislande stemreg gehad en die wat buite die gebiede woonagtig en werksaam was kon almal daar gaan stem het.  Immigrante wat hier gewerk het, het almal ‘n eie land waar hul kon stem, nes vandag.

Die onderste wetgewings en cogta dokument is slegs vir Swart etniese volke en die Khoisan volke het hul eie wetgewing.  GERIEFLIK vergeet die DA, VF plus, EFF, ACDP dat hierdie afsonderlike wetgewings bestaan, saam swart bematiging wat teen elke blanke diskrimineer.  Verder het Mandela en De Klerk gelieg oor die “afskaf” van die sogenaamde apartheid.   Al die tuislande was voor 1961 bekend as Reservate en vir Khoisan/bruin mense was dit Britse kroongebiede genoem, sedert 1854 (Shepstone beleid in London).

CONSTITUTION OF SA (1996)

Section 211 of the 1996 Constitution makes provision for the recognition of the institution, role and status of traditional leadership according to customary law subject to the Constitution. Traditional leaders function subject to applicable legislation and customs which include amendments to and repeal of those legislation or customs. The courts must apply customary law when it is applicable as well as any legislation dealing with customary law.

The National House of Traditional Leaders (NHTL) will in terms of section 8 (1) (b) of the National House of Traditional Leaders Act, 2009 (Act 22 of 2009) open for the year 2020.     The official opening of the NHTL is important as it allow the house to continue with its important and primary task of promoting the interests of communities in our country as traditional leaders are custodians of cultures and heritage.   

The institution of traditional leadership is an integral part of South Africa’s constitutional democracy and it remains a vital for many communities. The annual opening of the House and debate will allow members of the house to engage and agree on the new programme of action that will emanate from the debate of the President’s address.

Agtergrond – Background

Die Britte het ook heelwat grond geannekseer, wat hulle Britse kroongebiede genoem het.     Die Richtersveld is een van honderde daarvan wat die Khoi san volke in 2007 gekry het, saam ander finansiële steun.   Dis slegs hulle gebiede. Dis ook vervat in Unie dokumentasie.

Swart gebiede is in 1854 reeds apart geskep deur die Britte en swart leiers.   Na 1994 het die tendens aangegaan.    Al wat gewysig het, is die naam, van Tuisland na Trustgebied.  Grondeise is ingesit onder CPA wetgewing en tans is daar in 2018 in Hansard oor die 8840 tradisionele leiers vermeld.   Ingonyama Trust is slegs Zoeloe gebiede, en elke grondeis het ‘n geregistreerde CPA geword met hul eie leiers.

Hieronder is meer inligting daaroor wat elke tradisionele leier kry.   Konings en hul ondersteuners steun almal swart bemagtiging teen ons.  Daar is nie een wat ons al in hul geledere verwelkom het om deel van hul grondgebiede te word nie, dis hulle sin, en met goeie reg.   Maar dan geld dieselfde vir ons en ons gebiede ook.  Moorde en misdaad neem toe en dit gaan nie verander nie.

Gedurende die “corona virus tydperk” is daar donasies verkry maar die blanke besighede veral,  is weer eens onder swart bemagtiging gestop om te kwalifiseer vir enige hulp.

Selfbeskikking –  Blanke minderheidsvolk – die Boere en Afrikaners

Die haat en rassisme gaan nie verdwyn nie.  Diskriminasie teenoor blankes gaan nie verdwyn nie.  Ons kinders vlug landuit omdat daar nie geskikte werke is omrede hul velkleur.    ELKE volk het die reg tot selfbeskikking, dit wil sê om ons gebiede, wat ons sin is, te verkry vir volle onafhanklikheid.

Die aangeleentheid was reeds deur die Volkstaatraad van 1994 ondersoek, waar ‘n mandaat verkry was en die ondersoek het aanbevelings gedoen dat ons in die gebiede wat ons sin is, onafhanklikheid verkry.  Ons het al van die gebiede onafhanklik gehad voor die Britte dit kom annekseer het.   Die Retief traktaat en Vryheid Republiek was nie deel van die Volkstaatraad ondersoek nie.   Die Britte het ons tot en met 1961 regeer wat ons ‘n Republiek geword het.   Na 1994 het die ANC goedgedink om weer deel van die Britse statebond te word.

Self-determination –  All White people of South Africa –  Boers and Afrikaners

The hatred and racism will not go away.    It is with us for 26 years now.   B-BBEE are different legislations of government and supported by various political parties in parliament and “constitution”.    Discrimination against whites (Boers and Afrikaners) are not going to disappear.   Our children flee the country because there are no suitable works because of their skin color.   No Afrikaans language and a lack of our own history and identification.

EVERY PEOPLE has the right to self-determination, that is, to obtain our territories, which belong to us – for full independence. The matter had already been investigated by the Volkstaatraad of 1994, where a mandate was obtained and the inquiry made recommendations that we obtain independence in the areas that are ours. We had been independent as two different countries (Free state and ZAR – excluded the reserves)  before the British came to annex it during the Anglo Boer Wars.

The British empire ruled all of us until 1961 when we became a Republic.   But after 1994, the ANC agreed to re-join the British Commonwealth.

The National House of Traditional Leaders is a body composed of traditional leaders who are delegates from the Provincial Houses of Traditional Leaders of South Africa, representing the Provincial Houses at national level.

The mandate of the House is to:
(i) Promote the role of traditional leadership within the constitutional dispensation
(ii) Promote nation-building
(iii)Promote peace, stability and cohesiveness of communities
(iv) Develop, preserve and promote culture and traditions of communities
(v) Consider Parliamentary Bills referred to it by the Secretary participate in intergovernmental structures and advise the national government and make recommendations on any matter that the government may require

Government has published the official salaries it pays to kings, queens and other traditional leaders in South Africa.

The gazette – which applies retroactively from 1 April 2019 – covers a wide range of roles, including the national and provincial houses of traditional leaders.

Traditional kings and senior leaders are symbolic figureheads in the country with little political power.

However, these rulers play an important role in local disputes as well as in playing advisory roles to government – as well as in the lives of the traditional rural populations.

All these traditional leaders are paid by the South African government.

Wage freeze

In a government gazette published at the end of February, president Cyril Ramaphosa also confirmed that a number of senior officials including the deputy president and ministers would not be receiving an increase this year.

Other lower-ranking officials earning less than R1.5 million can expect to see increases of around 3%.

This aligns with comments made by finance minister Tito Mboweni in his 2019 Budget Speech in which he indicated that the public wage bill is unsustainable and emphasised that the national and provincial budgets will be reduced by R27 billion over the next three years.

To reduce the expenditure on remuneration, Mboweni said that members of Parliament, provincial legislatures and executives at public entities will not receive a salary increase during 2019/2020 financial year.

In his notice published on March 25, those eligible for increases would be backdated to April last year.

The increases of only 3% will be for office bearers who earn above R1.5million, and 4% for those earning below that. The salaries of kings and queens are now set at R1.2m, principal traditional leaders R1.1m, senior traditional leaders R270729 and headmen and head women R116418.

The chairperson of the National House of Traditional Leaders (NHTL) will pocket R933270, his deputy R713811; chairperson of the Provincial House of Traditional Leaders (PHTL) R768678; NHTL members R415113 and PHTL members R355842.

According to the notice, the judges will not receive any increases.

Chief Justice Mogoeng Mogoeng’s salary remains at R2.9m, his deputy Raymond Zondo R2.6m; President of the Supreme Court of Appeal (SCA) R2.6m, his deputy R2.4m; Constitutional Court and SCA judges R2.3m; judge presidents R2.1m, their deputies R2m, and judges of the high and labour courts R1.8m.

However, the salaries of magistrates will be increased by 4%. Regional court presidents will receive R1.4m, regional magistrates R1.3m, chief magistrates R1.3m, senior magistrates and magistrates up to R1m each.

The KwaZulu-Natal provincial government has increased King Goodwill Zwelithini’s annual budget by R4.5 million – to a whopping R71.3 million.

Premier Sihle Zikalala announced this on Tuesday when he delivered his budget speech at the provincial legislature.

Zikalala said the Zulu monarchy was still a key institution in the democratic dispensation and it was the provincial government’s prerogative to financially support it.

“In the sixth administration, the monarch still plays a crucial role in supporting government programmes and preserving culture … In the 2020/2021 budget, the king’s support and royal house branch have been allocated R71.3 million,” said Zikalala.

In the last financial year, the Zulu royal household received R66.7 million, a figure that has been increased by R4.5 million by the province whose fiscus has been severely constrained by having the third most the Covid-19 coronavirus infections.

However, Zikalala added that the Zulu Royal House Trust would be expected to focus on revenue-generating activities to benefit the province’s citizens.

“A revenue-generating plan has been developed. The trust will perform upgrades, repairs and maintenance on all eight royal palaces, including KwaDlamahlahla, KwaKhethomthandayo, KwaKhangela, KwaLinduzulu, eNyokeni, Osuthu, Ondini and eMachobeni/Ingwavuma,” said Zikhalala.

During last year’s speech, he announced an increase of Zwelithini’s annual budget from R65.8 million in 2018 to R66.719 million.

Kings, queens and other traditional leaders also received a monthly salary from government.

Last month, through a gazette, government published the official salaries it pays to kings, queens and other traditional leaders in South Africa.

Zikalala said the king’s annual budget helped in the coordination and management of Zwelithini’s traditional and cultural events, providing logistical services and the maintenance of the royal palaces.

“The king support and royal house unit will continue to partake in important national ceremonies and traditional functions of the province. These include the openings of the provincial legislature and the traditional house and hosting various cultural events. His majesty will also continue to install amakhosi and in terms of traditional customs,” said Zikalala.

He also announced that the province would contribute R6 billion to the national Covid-19 fund.

King Goodwill Zwelithini and the royal household have emerged as the main casualties of the belt-tightening measures applied by the KwaZulu-Natal government, announced during the presentation of the provincial budget on Friday.

Refurbishments of the eight royal palaces and the acquisition of a vehicle for one of the queens will be put on ice until possibly the mid-term adjustment later in the year, and this too is likely to depend on whether the province’s financial position improves or not.

Senior KwaZulu-Natal treasury official Nelly Shezi, alongside provincial head Simiso Magagula, told a media briefing at the Royal Show Grounds in Pietermaritzburg on Friday that treasury had moved to arrest runaway expenditure and ensure value for money in all areas of government expenditure, including checking whether items presented for funding could be canned until an improvement of the province’s finances for the 2020/21 financial year.

She added that there had been no clear indication on the spending plans of the royal household, especially the repairs on the palaces.

“We need to do a proper and thorough analysis on the state of palaces before determining how much needs to be spent on them,” said Shezi.

Her comment came just three days after the Zulu king had delivered the keynote address to mark the official opening of the KwaZulu-Natal legislature on Tuesday.

In past gatherings marking the opening of the legislature, the king challenged members of the provincial legislature to inspect the state of royal palaces.

Part of the budget adjustments included halting the construction of a government and legislature precinct, which she said was a bitter pill to swallow as landlords continue milking the provincial government on rent.

Finance MEC Ravi Pillay insisted that curbing “unnecessary yet desirable items” over the past years had put KwaZulu-Natal in a better financial position, one where the province was able to record a surplus, enabling for better use of excess funds.

Inkatha Freedom Party leader Velenkosini Hlabisa cautioned against targeting the royal household.

“Austerity measures are welcomed, given the existing economic climate, but there should be no move to single out the king and the royal household when there are other areas that need attention,” said Hlabisa.

Speaking to City Press, provincial DA leader Zwakele Mncwango said they would apply a wait-and-see approach to whether royal palaces needed refurbishing, insisting that the royal household had been abused in the past.

“I have sent a transversal question to government, asking each government what they were doing in relation to the royal household and how much they were paying for such activity. This will provide a clear picture of what is really happening,” said Mncwango.

ANC chief whip Super Zuma said there was no cause for alarm over the possible halting of refurbishments of royal palaces.

“Let us remember that what we had today was a budget proposal; this process still has to go through the finance committee, where all items will be subject to scrutiny before adoption [next month].

“In addition to this, there is the office of the premier, under which royal household matters fall,” said Zuma.

For the 2020/21 financial year, R138 billion has been set aside for public spending, with education and health once more emerging as the big spenders and taking more than 80% of the budget.

The premier’s office has been allocated R800 million in this financial year.

The KwaZulu-Natal government has in the past years spent millions on the king and the royal household, prompting calls for more efficient ways to operate the household without the use of public funds.
